It is preferable that you hold the MOS before coming over as support. Each state and unit will determine your eligibility to re-class.

No, although it is best to serve as close as you can to your HOR. Travel reimbursment for IDT is state dependent. As long as you are willing to attend drill and be a contributing member to the team it does not matter where you live.
